If you want to legalize marijuana, you have to do it yourself. Apparently, if Congress is too scared of the Church or the tobacco lobby to legalize pot, you can do it yourself!
If you want to legalize marijuana, and there are enough people who believe that marijuana should enter the 21st century, you need 3,790,018 (people, signified by their) signatures petitioning the Comelec for a referendum, with at every legislative district represented by at least 3% of its voters, or at least 7,500 people per legislative district.
Of course you'll need something like 19 million signatures to ratify such a proposal, but stranger things have happened.
